In a move that could well provide a much needed impetus to technology skills and enhance employability among the youth of Andhra Pradesh, the Andhra Pradesh State Skill Development Corporation (APSSDC) recently signed two key MoUs one with the Oracle while the other with French multinational Schneider Electric.
As per the state government the MoU with Oracle will be valid for three years and marks a non-financial collaboration aimed at providing free access to Oracle’s world-class learning resources to eligible learners across the state.
Through this initiative, APSSDC and Oracle will work together to up skill 4 lakh learners over three years in cutting-edge technologies such as Oracle Cloud, Artificial Intelligence, Data Science, Cloud Security, and more.
Under this collaboration learners will have 24/7 access to Oracle University’s MyLearn Digital Learning platform, curated learning paths and certifications—including Oracle Cloud Essentials, OCI Foundations, AI Foundations, and Cloud Security Professional—will be offered free of charge.
A special focus will be placed on promoting inclusivity, encouraging participation from women and marginalized communities.
Oracle will create a co-branded digital learning platform in partnership with APSSDC, where learners can access curated courses and resources. APSSDC will actively promote the initiative and facilitate learner registrations through its official website.
Commenting on the partnership Mr Nara Lokesh, Minister for Human Resource Development (HRD) and Information Technology (IT), Government of Andhra Pradesh said “This collaboration with Oracle is a step forward in empowering our youth with the future-ready skills necessary to thrive in the digital economy. Our aim is to build a robust talent pool that will attract global industries to Andhra Pradesh.”
The MoU was signed by senior representatives from both Oracle and APSSDC, with Oracle represented by Mr. Mark K. Taylor, Head, Oracle, and Mr. Tapas Roy, Lead, Oracle. APSSDC was represented by Managing director and CEO Mr G. Ganesh Kumar, IAS.

Similarly the APSSDC also signed a MoU with Schneider Electric India Foundation.
This strategic collaboration seeks to strengthen skill development infrastructure and prepare a future-ready workforce for emerging sectors such as Electronics, Construction, and Green Energy—both in India and globally.
This initiative will see the establishment of 20 advanced training labs across Government ITIs, Polytechnic Colleges and NAC training centers between April 2024 and March 2027.
Labs will be equipped with state-of-the-art electrical systems, solar energy solutions, and industrial automation equipment wherein over 9,000 youth to be trained in alignment with industry requirements and global standards.
Schneider Electric India Foundation will invest approximately Rs 5 crore in training equipment, consumables, digital materials, and Training of Trainers (ToT) programs while APSSDC to provide infrastructure and mobilize students for training programs.
Placement support will be provided to successful candidates.
In addition, on the request of the Minister Mr Lokesh, Schneider Electric has agreed to the following special initiatives: Establishment of a Centre of Excellence in Mangalagiri with an estimated cost of Rs 15 crore, focused on high-end skill development and industry-aligned certification programs, creation of a Research & Innovation Center in Ananthapuram, aimed at fostering advanced applied research and collaboration with academia and industry, launch of a Modern Power Optimization Pilot Project in ASR District, to serve as a model for efficient energy management and sustainable power solutions.
Commenting on this partnership Mr Lokesh stated, “This partnership represents a crucial step toward equipping our youth with the skills needed to thrive in the green and digital economy. By modernizing our training infrastructure, we are paving the way for Andhra Pradesh to become a leader in workforce readiness.”
